The Doris and Bill Scharpf Foundation concentrates its giving on education, local youth services, and animal welfare, with large, multi-year gifts to a small set of preferred organizations. Grants favor private K–12 and higher-education institutions (notably repeated support to Santiam Christian and Stephen's College), community youth programming in Albany, and the regional humane society. Their portfolio is highly concentrated geographically and institutionally rather than broadly distributed across many small recipients.
Concentrated, high-dollar grants to a small number of repeat grantees; several organizations receive multiple large awards rather than many small, one-off grants.
The Doris and Bill Scharpf Foundation’s giving is defined by repeated, seven-figure support to a small group of education and community-serving organizations. Stephen’s College received grants of $2,507,231 in 2023, $2,498,822 in 2024, and $2,500,000 in 2025, while Santiam Christian Schools received $2,408,692 in 2023, $2,402,051 in 2024, and $2,400,000 in 2025. That same pattern appears in local youth and humane services, where the foundation has made large annual awards rather than scattered small gifts. Its portfolio shows a clear preference for institutions with long-running program needs. In Oregon, the foundation has supported Albany-based youth organizations, regional schools, and animal welfare groups alongside higher-education and library work. Grants also reach beyond Oregon when the recipient fits the foundation’s recurring priorities, as shown by support for Stephen’s College in Columbia, Missouri. Across the recent grant list, the foundation’s activity looks concentrated, relationship-based, and oriented toward sustained operating or program support for a limited set of recipients.
In private K–12 education, the foundation gave $2,408,692 in 2023 to Santiam Christian School in Adair Village, followed by $2,402,051 in 2024 and $2,400,000 in 2025 to Santiam Christian Schools. East Linn Christian Academy in Lebanon also appears in the recent grants list with $573,357 in 2024 and $501,320 in 2023. Higher education is another recurring area. The foundation awarded $1,516,842 in 2023 to University of Oregon Library in Eugene and $494,612 in 2023 to Lane Community College Foundation, also in Eugene. Local youth development in Albany appears through grants to Boys and Girls Club of Albany, which received $1,052,733 in 2023, $1,050,995 in 2024, and $1,050,000 in 2025. Animal welfare is represented by Safe Haven Humane Society in Tangent, which received more than $1.3 million in each of 2023, 2024, and 2025.
The typical grant size is substantial: p25 is $100,000, median is $199,603, and p75 is $494,612. The recent grants list shows repeated awards to the same organizations across 2023, 2024, and 2025, pointing to ongoing support rather than one-time gifts. The foundation does not fund individuals and does not make program-related investments. The grant profile is consistent with institutional, program-oriented giving rather than an open application model.
