About Tampa Hillsborough Homeless Initiative
Tampa Hillsborough Homeless Initiative Inc serves as the lead agency for the Tampa/Hillsborough County Continuum of Care, coordinating local homeless-response funding and project selection across the FL-501 geographic area. Its grantmaking centers on housing stability for people experiencing homelessness, with repeated support for permanent supportive housing, rental assistance, case management, and coordinated system planning. The largest recent awards show that scale clearly: Housing First Steps Forward Inc received $3,539,200 in 2023 for healthy living space, while Mental Health Care Inc received $1,484,897 in 2025 for case management and rent. The foundation’s recent portfolio also includes recurring support for organizations such as Dawning Family Services, Catholic Charities, and The Spring of Tampa Bay, indicating a sustained relationship with local service providers rather than one-off funding. In addition to direct services, the organization runs local competition and interest-submission processes tied to HUD Continuum of Care and CoC Builds opportunities, positioning it as a grantmaker that both funds services and helps shape the area’s homelessness response infrastructure.
What Tampa Hillsborough Homeless Initiative Funds
Permanent supportive housing is a major part of the portfolio. Through CoC Builds-related processes, Tampa Hillsborough Homeless Initiative Inc solicits and scores interest for HUD-funded projects to create new PSH units through new construction, acquisition, or rehabilitation, with one program allowing awards up to $7,500,000. The foundation also supports housing retention work through case management and rental assistance; Society of St Vincent De Paul of South Pinellas received $2,115,438 in 2023 for that purpose. Youth homelessness is another clear focus. Under the 2024 YHDP Request for Applications, THHI selected subgrantees to operate Youth Homelessness Demonstration Program projects for Tampa and Hillsborough County, including youth rapid rehousing and supportive services for unaccompanied youth. Its local HUD competition work also covers rapid rehousing, transitional housing, emergency shelter, and street outreach.
How Tampa Hillsborough Homeless Initiative Gives
Typical grant size is substantial: the 25th percentile is $263,200, the median is $637,024, and the 75th percentile is $1,036,873. The recent grant list shows multi-year support to the same local providers, including several organizations funded in 2023, 2024, and 2025. That pattern points to recurring programmatic support rather than isolated awards. Tampa Hillsborough Homeless Initiative Inc does not fund individuals and does not make program-related investments. Its grantmaking also appears to run through structured local competitions and interest forms, including THHI-issued RFPs, interest submissions, and HUD CoC selection processes. Some of those processes accept unsolicited submissions, while others are limited to scored local review.
