The fund does not support ongoing operating expenses, religious or political purposes, fundraising-event underwriting, endowments, debt reduction, individual scholarships, individual medical procedures, indirect costs, already incurred expenses, hospitality expenses, incentives, or fringe benefits.

Environmental cases are prioritized when affected communities are directly involved or clearly benefited. Funds are for future out-of-pocket litigation expenses only, not attorneys' fees, staff time, or overhead. Recipient must agree to repay the original grant plus 7% simple interest if fees or costs are recovered.
