The Roy and Gwen Steeley Foundation makes a small number of relatively large, targeted gifts focused on strengthening local education, workforce training and rural community capacity — largely in West Virginia despite the foundation’s Wilmington, DE address. Grants are often general operating or capital/programmatic investments (e.g., a welding lab), and the foundation shows willingness to provide multi-grant support to trusted local partners.
A $500,000 general-and-unrestricted grant to Morgan County Partnership Inc set the tone for Roy and Gwen Steeley Foundation Inc’s recent giving: large, practical awards aimed at local capacity in West Virginia. The foundation has backed a mix of community partnerships, schools, and workforce programs, with several seven-figure-style commitments spread across operating support, capital improvements, and program expansion. Its recent grants show a preference for organizations that can channel funding into immediate local needs, from school renovations to technical training and nonprofit staffing. Two recurring patterns stand out. First, the foundation supports community intermediaries such as Morgan County Partnership Inc, including both unrestricted support and a community grant matching pool account. Second, it has made substantial investments in education and training through institutions like Blue Ridge Community & Technical College Foundation, including a welding lab and an opportunity scholarship fund. Other gifts have supported veterans, after-school programming, and school-based behavioral interventions, suggesting a broad but locally grounded approach. The foundation’s giving is regional rather than national, and its recent activity is concentrated in West Virginia recipients.
Workforce and technical education are a clear priority. Roy and Gwen Steeley Foundation Inc gave $350,000 to Blue Ridge Community & Technical College Foundation for a welding lab at the Pines Opportunities Center, and another $100,000 to Eastern West Virginia Community and Technical College for a CDL Workforce Training Program. It also supported James Rumsey Technical Institute with $100,000 to purchase a truck driving program and launch a phlebotomy program. The foundation also funds school improvement and student supports. Berkeley County Schools received $159,900 for the FOCUS program and renovations to behavior disorder classrooms at Martinsburg High School and Musselman High School. Jefferson County Schools received $45,000 to establish a STEAM/robotics lab at Shepherdstown Middle School, while Hinton Area Foundation received $100,000 for a renovation project at Hinton Area Elementary School. In community development, Eastern Panhandle Regional Planning & Development received $110,000 for a full-time grant writer, and later $95,000 for a nonprofit grant writer for 12 months.
