The EL Craig Foundation directs most of its giving to national free‑market and limited‑government organizations, legal advocacy groups, and faith‑friendly policy institutes. Grants are large and strategic, often earmarked for general support, leadership chairs, or donor‑advised pools that sustain conservative/libertarian public‑policy work. The foundation repeatedly funds a small set of think tanks and legal groups rather than a broad roster of local service providers.
Concentrated, high-dollar grants to a small number of national organizations; multiple large gifts and repeat funding to the same grantees rather than many small or local awards.
A single $1.5 million award to the Cato Institute stands out in EL Craig Foundation’s recent giving and shows the scale of its support for free-market policy work. The foundation makes large grants to a small number of organizations, with repeat support for think tanks, legal advocacy groups, and faith-oriented policy institutes. Its recipients include the Acton Institute, the Institute for Justice, the Independent Institute, and Reason Foundation, each funded for general administration, endowed chairs, or related institutional support. That pattern suggests a grantmaker focused on sustaining organizations rather than funding short-term projects. The foundation’s recent grants also include support for donor-advised or pooled vehicles tied to conservative causes, alongside a small memorial gift to a Joplin church. Across the listed grants, the foundation’s giving is concentrated among policy organizations working on libertarian and conservative ideas, economic liberty, property rights, and religious liberty. The size of the awards, especially the repeated $250,000 grants and the six-figure commitments, points to a funder that backs a limited roster of organizations with substantial operating support and multi-year continuity.
EL Craig Foundation’s recent grants cluster around free-market public policy and legal advocacy. In policy research, it gave $500,000 to Acton Institute for general administration and $100,000 to The Reason Foundation for general administration. Those awards support organizations that publish research and commentary on economic and social policy. For legal work, the foundation gave $250,000 to Institute for Justice for general administration in both 2024 and 2025, showing repeated support for an advocacy organization with a legal mission. It also awarded $250,000 to the Independent Institute in both years for the David J Theroux Chair, a named support line tied to an institutional role. Another grant of $500,000 to Donors Trust was marked for the Worker Freedom Fund, linking the foundation to pooled funding for labor- and worker-freedom advocacy.
The grant sizes are concentrated at the top end: the 25th percentile is $137,500, while both the median and 75th percentile are $250,000. That means many awards are clustered around quarter-million-dollar grants, with a smaller number of larger commitments. The pattern is repeated support rather than one-off giving: the Independent Institute and the Institute for Justice each received matching grants in 2024 and 2025. EL Craig Foundation is a private foundation, not a funder of individuals, and it does not make program-related investments. The listed grants do not indicate an application process.
