Grants must serve charitable purposes and public benefit, and organizations may not discriminate based on age, creed, ethnicity, gender, gender identity, or sexual orientation. The foundation generally does not fund capital projects unless initiated by the Foundation, fundraising events or conferences, individuals, K-12 schools, secondary schools or universities, lobbying or political campaigns, religious purposes unless initiated by the Foundation, units of government, or veterans organizations.

The Foundation generally does not entertain requests from nonprofits lacking a prior funding relationship, and no proposal will be considered without prior consultation with the President of the Foundation or designee. Individual applicants are not eligible.

Funding supports organizational activities occurring during the 2027 calendar year. Proposals should demonstrate a plan to strengthen operations, effective leadership and governance, continuous improvement, mission alignment, and opportunities for volunteer involvement.

Projects must benefit communities in Pocahontas, Randolph, or Webster counties, West Virginia. Applications must be complete and legible and include the most recent audited financial statement or an explanation and the most recent Form 990, plus a list of board members, executive leadership, and other key personnel or volunteers involved in the project. Funding is not available for private benefits, retroactive costs, ongoing operational costs, conferences, forums, workshops, or loans. Final reports must be submitted before applying for another grant, and recipients must publicly recognize the Foundation's support.
