Two very different funders, one shared structure: both of these programs use a staged review process that rewards early prep. The U.S.-Japan Foundation screens through a short LOI before inviting full proposals. RADIAN 2.0 requires a concept note and budget upfront. If you're doing international work, that front-end filtering is actually useful. It means you can test fit before investing weeks in a full application.
1. United States-Japan Foundation, General Grants Program
Funds projects that strengthen U.S.-Japan relations: cultural exchanges, policy research, youth programs, STEM leadership. Open to 501(c)(3) nonprofits. Typical awards range from $20,000 to $100,000, with overhead capped at 10%. Submit a 3-4 page LOI by email. Next quarterly deadline: June 26, 2026.
2. Elton John AIDS Foundation, RADIAN 2.0 Innovation Challenge Fund
Funds pilot-stage HIV prevention, testing, and treatment projects in Eastern Europe and Central Asia. Open to community and grassroots organizations. Part of a $25 million, five-year commitment. Concept notes accepted in English or Russian. Applications open through June 30, 2027.
Both programs give you room to build a strong case before committing to a full proposal. Worth using that LOI or concept note stage to get internal alignment on budget and timeline before going deeper.
