Groups doing local grassroots work in CT, ME, MA, NH, RI, or VT; at least 2 organizers actively involved in decision-making; no formal tax status or fiscal sponsor required, but the group must have a bank account in the group's name. Priority is given to volunteer-driven groups with annual operating budgets under $100,000, with limited tolerance up to $150,000 in special cases. The fund does not support individuals, groups spending more than $150,000 last calendar year, national or international work, lobbying, partisan political activity, land/building acquisition, studies without follow-up action, books/reports publication, micro/mini re-granting, or retroactive expenses.
