Gefördert werden nur gemeinnützige Vorhaben mit überregionaler bzw. bayernweiter Bedeutung, innovativem Ansatz und Aussicht auf nachhaltige Wirkung. Ausgeschlossen sind u. a. Einzelpersonen, nicht gemeinnützige Initiativen, Projekte mit geringem Kostenumfang, laufende Kosten, Baumaßnahmen (mit wenigen Ausnahmen), ungesicherte Finanzierung, rein lokale Vorhaben und bereits abgeschlossene Maßnahmen.
