Who can apply: Must be an IRS 501(c)(3) in good standing; demonstrate significant program service on a national level (programs in 15+ states or at least one foreign country) or otherwise national reach; commission an annual audited financial statement (or reviewed statement if appropriate); have an active independent board of directors; reasonable fundraising and administrative expense ratios; meet other board requests and annual application/review standards.
